Lets Begin:

Open New Transparent Raster Layer 600 x 600

Open Frame 1 resize at 60% then copy and paste as new layer

Open Paper 7 and copy and paste as new layer move below the frame layer

grab your eraser tool and take off all the outside paper..

Now Drop Shadow the frame at 5 5 55 10 black

Open tube of choice and copy and paste above frame layer

I chose a tube to look like she is sitting on the frame

then drop shadow as above..

Merge all visble.

Open the Tapestry resize at 50% twice then copy and paste onto canvas

place as you wish

Open Hat 3 resize at 40% twice then copy and paste as you wish 

Open Bow 1 resize at 10% then copy and paste as you wish

Open Handbag resize at 30% copy and paste as you wish

Open Irish Whiskey Resize at 20% copy and paste as you wish

Open the Clover resize at 50% then copy and paste  below the frame

duplicate and arrange them on one side only..

I added some stars green and yellow also you add what you want.

Drop Shadow all Elements as above

Merge all visible

Add all Copyrights to your work

Save as PNG:
