Lets Begin:

Open new canvas 650 x 650 Transparent or flood fill white,

Open Frame 19 copy and paste onto canvas and resize at 70%

New layer grab magic wand tool click inside the frame go to selections modify expand by 5

then open paper 9 then copy and paste paper into selection, select none

move that layer below the frame layer,

Open Tube of choice a close up would look better if you have one,

copy and paste as a new layer then resize with the deform tool and move between the paper and frame

Drop shadow the paper at 

10..10...10..55

Lower the Opacity on the tube layer to 60%

If you have a tube you can put on the side as I have then do that also,

Merge down all layers visible..

Open Elements you want to use now or copy mine below

Flowers 8 and 9 resize at 60% copy and paste as I have

Element 14 copy and paste below frame below flowers Image flip,

Butterfly 41 resize at 35% copy and paste as you wish then duplicate,

Bow 45 and 46 resize at 60% then place at corners as I have,#

Butterflies 43 resize at 70% copy and paste below frame as I have then resize again

the butterflies at 50% copy and paste on  top layer and erase which ever ones you dont want,

Open element 66 resize at 70% copy and paste between the flowers 

Drop shadow all elements at 

5..5..10...55

Merge all visible

Save as PNG:

Add all copyrights to your work,
