Scrapkit is PTU Called Midnight you can buy from Butterflyblushstore

Designers website is GinasGems Thanks Gina

Template 220 you can download free from Denz Designz Thanks Denny

Lets Begin:

Open up the Template you downloaded  Duplicate Shift + D close original

Delete the top layer

you can delete the background layer or flood fill white

Highlight the blue rectangle in layers palette

click inside with your magic wand then open paper 13 and copy and paste into selection select none

Highlight your Light blue shape do as above but use paper 20 instead then open tube of choice

and copy and paste the head part as new layer then go to Blend

and change it to Luminous Legacy select none

Highlight blue circle in layers palette do as above but use paper 12 into selection

do as above for the tube again but instead of using the blend lower the Opacity to 58 select none

Highlight the white shapes and do as above but use 2 different papers

I used 3 and 19 then select none.

Copy and paste your tube again as I have or where you want it then Drop Shadow

at 5 5 50 5 black

Drop shadow the Rectangles the same then Merge visible except background.

Add whatever Elements you want or use the same as I have below

Open Balloon 1 and 2 then resize at 35%

Open Champagne and bucket resize at 35%

Open Midnight clock and candle resize at 35%

Open Glasses resize at 35%

Open Hat resize at 20%

Open Firework resize at 80%

Open Streamer 2 resize at 50% duplicate add together.

Bow 3 resize at 30%

Merge all visible

Add Copyrights to your work

Save as PNG;
